no, it's that "race" (as arbitrarily defined by skin/hair color + facial structure phenotypes) is not predictive of intelligence

Would it be possible to correlate these things with genetic potential for intelligence in a less arbitrary, more scientific way?

if by "to correlate" you mean "find a positive correlation between some proximity to particular genetic loci and IQ test scores", of course it's possible, in the sense that it's possible to find an subcontinental unicorn civilization.
unfortunately, as of today, this hasn't yet been done without data dredging and/or biased sampling

The modern concept of race is anything but arbitrary. If we rejected the concept of race, our entire understanding of the human genome would break as we knew it. Clines don't exist in humans, geographic clusters exist, deal with it.

Not him but it wouldn't. Haplogroups are the non-smooth brain version of race since it's actually way more detailed and informative.

No causal evidence of it. Blacks could very well have genes for higher IQ than whites, but outside conditions cause the observed difference.

It is interesting to see the lengths one will go to come up with convoluted explanations for differences in population groups while avoiding the much more straight forward explanations like the plague. Sure, sometimes the more convoluted answer ends up being correct but most of the time the straight forward one has a much higher probability is being right.
