It is very clearly a result of their genetic and historical circumstance which existed for hundreds of years.
Ashkenazi Jews are the Jews who emigrated into Europe, there, due to Catholic usury laws, were able to monopolize significant parts of the banking sector.
Banking is obviously extremely lucrative and thus over centuries Jews were pushed into positions of wealth and power, thereby intermixing with the upper classes of European society (about the most successful group of people in the history of mankind) and being disproportionately selected for intelligence, since the managing of money requires disproportionate intelligence.
It absolutely is NOT a culture thing, but clearly a result of historical circumstance and genetic influence.
