Eigenvalues of Irregular Matrices

Not sure if it's possible, but is there a way to find eigenvalues of an irregular matrix such as the one in the image posted?

Note that the empty boxes are not 9s, they're just null values.

I figure that this may be impossible, but are there any approximation methods that can transform an irregular matrix to a regular one? I can't find any relevant literature on irregular matrices and how to work with such objects. All help is appreciated.
