That's called affirmative action it's been the main thing holding blacks back in the school system directly. But, on top of that we have fatherlessness which makes you way less likely to graduate high school. Without high school you can't really get to college and become a scientist in the first place. Fatherlessness in the black community is primarily caused by welfare and abortion. Democrats also support ensuring that blacks get the lowest quality schools by enforcing property tax based funding and teachers unions. Those policies could be thwarted by allowing school choice which Democrats also vigorously oppose. Republicans on the other hand support each of the policies that will reverse the state of affairs for blacks, but now that they were getting close to having institutional power for the first time, Democrats pushed hard with black lives matter on the irrelevant issue of police brutality from white police officers to black citizens.
