That means that during the new moon phase, the moon is not in fact directly in front of the sun. It's as close to being exactly between the earth and the sun as it's going to get, but it's actually slightly above or below the line between the sun and the earth. Only when they line up exactly by coincidence do you get a solar eclipse.
