Assume you could store the entire state of any single atom using any other single atom. You can't, not even close- but assume you could.
In that case, to simulate all the matter in the universe you would need ALL THE MATTER IN THE UNIVERSE to store the state of that matter- and the universe is composed of far more than just matter! But ignore that problem. You also have no overhead to build an actual processor to run the simulation from that data. Again, let's assume this problem solved(it can't be.) Then, having built a computer using more matter than exists in the universe, what are you simulating? You've reduced the entire universe to the computer, so it would just be simulating itself, simulating itself, simulating itself...
And this is all for ONE STATE. One, infinitesimal moment. To store every event that ever happened, that is, to store every moment all the way back to the big bang would take, effectively, an infinite amount of matter.
So no, it's physically impossible.
