I've been saying for a long time that if you don't kill them, then they will never stop doing. However, they keep getting their little slaps on the wrist, or $15 fine, or low level henchman getting killed. That is an easy price for them to pay but I believe that they will never stop while their hearts still beat. So then they get the 95th $15 fine in a row and say, "These $15 things are cool, huh?," and it goes on and on when you accept that they do it my own name.
