If the fetus contains a Y chromosome, the SRY gene on the Y chromosome causes Sertoli cells to release mullerian inhibiting factor which causes inhibition of growth of Müllerian duct, also called paramedonephric duct (grows into female internal genitalia)
Leydig cells release testosterone production and testis determining factor is released which causes development of wolffian ducts, giving rise to male genitalia.
Follicle cells and Theca cells are equivalent structures in female development. In absence of Y chromosome, Paramesonephric duct evolves into female genitals and wolfian duct is not developed.
Without these processes.. the fetus would have ambiguous genitalia and won’t be able to reproduce
