All the incentives to cheat are there. Now if you're this is a conspiracy. You need to find new source that supports your claim. Its not a conspiracy to say hospitals overcharge everything. When they charge you $100 for a tissue paper, $10000 per night at hospital bed, $500 for a meal, that's hospital greed at work. This is a regular number too, not a fake number. Insurance numbers change that a bit, so when there's no middle man involved, government giving free guaranteed money to hospitals reporting covids, who's gatekeeping the hospitals? No one.
