I have to give a speech through the internet for university.

is it cheating if I write a manuscript and read off it?

how can I avoid it being noticed?

Did they specify that it had to be done from memory?
Regardless, reading off a manuscript is an awful way to give a speech unless you’re a politician with a teleprompter. Practice the presentation and make note cards with condensed descriptions of the key points you want to hit.

Follow the rules, thusly:
- write a manuscript
- read it and time it
- extract keywords
- with the keywords only do the presentation again and time it
- notice it flows better
- then deliver

Just split screen so you have zoom or webex on one half and a text file with some bullets on the other. To make it natural practice a few times, and do not force yourself to memorize something word for word.

Are you studying marketing, public relations, etc? If not, cheat. Just stutter a few times to make it realistic. Use the time you save to study things relevant to your future.

place an ipad flat on the table at the base of your camera
then, place a piece of glass 45 degrees between the ipad screen, and the camera's lens

If you're going to read a document (whether it is the full text or flashcards) while speaking, place it right above the camera. Then it'll seem as if you're simply looking at the camera and nobody will notice you're reading.
