Current military doctrine is based around speeding up the pace of battle until the enemy becomes too fatigued to handle it. But if you can resist fatigue...
The report also has some fun stuff on brainchips I think. One potential use case they lay out is a dictatorship putting wires in soldier's pleasure centers, so you basically have a bunch of loyal soldiers that will fight like heroine addicts for a sweet hit of the button. But the benefits of that aren't very high unless you're a dictator and you're worried more about loyalty than fighting another power. Because let's face it, a bunch of junkies aren't that useful in war. It also requires some extreme surgery cause you need to hit a deep part of the brain
