The report also has some fun stuff on brainchips I think. One potential use case they lay out is a dictatorship putting wires in soldier's pleasure centers, so you basically have a bunch of loyal soldiers that will fight like heroine addicts for a sweet hit of the button. But the benefits of that aren't very high unless you're a dictator and you're worried more about loyalty than fighting another power.
