I think itching is mediated by histamine and or serotonin

So I did a bit of reading and itching is mitigated by a burning sensation.

So I'm thinking:
Create an ointment with a small amount of capsaicin (found in hot peppers)
Leave the ointment on for 30 seconds
Then clean it off with another ointment that includes casein (found in milk)

How can I go about creating something like this in the right amounts? (For a family member with an itching disorder)
