American cops tend to be real pieces of shit, arresting or stopping you for some minor thing, then add up everything they can to the list. Hey, did I just see you stumble out of the car? Are you under the influence??? Boom, you got a DUI, drug charge, tail light ticket and resisting arrest. Then when you get out after 30 years of doing jail time for some bogus charges, you can't find a job or get back into society, leading to more and often serious crimes. Prison sentences should only be handed out to people who have committed violent crimes and major fraud. For other minor things like pickpocketing, smoking joints, disorderly conduct and so on, it should be heavy fine, community service and some civil restrictions such as no driving, no right to be around X person or Y place and so on.
