If humans don't exist there is only different states, as we call them.
We can't even have this conversation to observe anything outside of our experience.
At the point at which humans didn't or won't exist, the still exists a state where water exists or there is an absence of water. That is true if there is a human or not.
While there is no language or conciousness to give this an interpretation, the state that we understand wetness or dryness still exists.
