Is it possible to carve out sections of the Earth until its orbit changes? Let's assume we use super strong retaining materials to prevent the carved out walls from caving in on themselves

oops you're making me realize the post said "orbit" and not "rotation"
to be fair though, if you kicked out 1/8 the mass of the earth the orbit would definitely change as well. but due to a lot of factors.
