It's missing the actual issue. Even if we could increase atmospheric pressure on Mars, it wouldn't solve the problem that Mars can't hold hydrogen in its atmosphere. Liquid water would vaporize, the vapor would be split up into hydrogen and oxygen and the hydrogen would simply disappear because its velocity is bigger than the escape velocity. Any sea, any ocean would vaporize within some thousand years and the water would be all gone. The only thing left would be the oxygen that would react with the material on the surface.

Just getting water on mars would be an enormous task. Probably the easiest way would be to run a bunch of ice asteroids into the surface. If you can do that, you might as well light the fucker up with everything you can grab, and slowly increase the mass. Then you can retain water after you're finished with bombardment and the dust has settled a few thousand years later.
Terraforming is a meme. If we want to live on Mars it'll be underground and in dome cities, but we can do that here too and we don't because it would suck.

There's plenty of solid water on Mars. What's the issue again?

Just detonated a few hydrogen bombs at the pole and focus solar energy on the soil with a huge lens to release enough water and CO2 to thicken the fucker right up.
