Most anime is drawn in 3D, that's what makes it so clearly distinct from its western counterparts.(which are 2D with some rare exceptions)

See how anime characters are defined by their 3D shape, which is drawn from whatever angle is needed for the scene. Western cartoon characters are defined by their 2D shape that doesn't change, except getting mirrored as needed.
