Well that was made before affirmative action and feminism completely took over hiring practices in the late 90s/early 2000s. We've very coincidentally seen a slump in progress shortly following that. I'm sure it's purely socioeconomic factors tho.

We could have had more improvements than we've had if Intel hadn't decided sitting on their tech edge for a decade instead of innovating was more profitable, but that has nothing to do with blacks and we still would have observed a deviation from Moore's Law. I always see people talking about Moore's law applying to consumer tech, like laptops you buy from a store. I've seen someone say that it applies more to computers in datacenters and supercomputers instead of consumer computers.

If you change the price of the computer you're considering you shift the graph to the right or to the left.
Granted price is a bit of a silly metric because similarly perfoming computer can have different prices. But the idea is that it applies to consumer-grade computers, not cutting-edge supercomputers.
