I watched a video on the challenges and they all seem like things that have been surmounted already.
Mars has all the stuff needed for life.
I actually can't see a compelling reason why this hasn't happened.
Even the cost issue should have largely gone away with reusable rockets.
The electricity issue is solved by building batteries or storing energy as chemical potential energy.
Radiation is solved by living underground or effectively underground (in barrows or hills or cliffs).
The psychological effect might be hard.
Terraforming might be a challenge.
Other than that, I can't see any blocks.
