If you were to create a very large body of water that consisted of superfluid helium and you were to put a submarine into this body, could the submarine accelerate itself to relativistic velocities given enough time?

nope. Because superfluid helium has a critical velocity past which it stops acting as a superfluid. And it's pretty low too.
