Secondly, and related to the above issue of uneven distribution, we know for a fact that black areas are often policed heavier. There is a well known feedback loop of more cops -> catch more crime -> send more cops ->catch more crime, which has been discussed to death in the past and in particular recently when developing software to optimise police patrols.
Third, you've not shown actually shown any caustation, in order to make the claim that it's a genetic issue you would have to not only control for issues like in my first or second point, but also major factors like higher conviction rates leading to future crimes, early life exposure to violence, access and parental attitudes to education, drugs/alcohol/smoking during pregnancy impacting development, and many more potential factors.
