there are different tissues on with different dimensions, absorbing part of the waves energy, so in order to capture the reflected echos from the inner organs, you need to be as close as possible
That mind-controlling project doesn't care about the reflected waves, it just needs to travels a good amount of distance (easy) and stimulate the part of the brain, without causing any harm

Neuromodulation from multiple feet away would be a major advance in neuroeng. I've read Nature papers in this area from as recent as late 2019 and they still require electrodes along the skull. If it were actually possible with the tech described in this paper, they would have done it and published it to huge acclaim.

Or maybe different regions, due to their organization and particularities, are responsive to certain frequencies depending on subject orientation. Maybe further, there are more remote sites of transduction which are then sent to and processed by the brain.

Seriously, think about it. You're making a brain. You want it to pick up on infrasound and ultrasound in ranges of certain predators. The ear is not the only route.
