Tricky to do., if you just have a compass and straightedge, and a line segment of unit length.
On the other hand, if you have both a segment of unit length and another segment of length pi, it is easy to construct a segment of length sqrt(pi), for example by Euclid's construction in Book VI, Proposition 13
