I don't think he's sandbagging the test, but he ironically seems to either have low processing speed or he's purposely dragging out the test time in the beginning for some reason. Look at the insane amount of time he takes to solve the early problems.
It seems convincing that his processing speed is low and he's just taking a super long time to figure out the early, basic patterns imo. Which is insanely ironic.
