Uh, how the hell are they supposed to know that 70,000 cases of COVID-19 were prevented? Why not 75,000? Why not 1,000,000? How were the number of hospitalizations approximated? Some shitty models? It's unknowable.

They don't know that just like they don't know the number of cases or the number of people who have had it and recovered. The main thing is not to let the general public catch on to their ignorance, and hope this all blows over in the eyes of the public soon. It's all about image of how the virus is being contained, not about the reality. The actual deaths from the virus are a secondary concern to how governments will look to be handling the pandemic.
