I'm having trouble understanding something about plasma.

I'm reading that the dielectric constant of a plasma is dependent on the frequency of the plasma.

Can anyone please explain this better?

I can't help but think of star trek warp drive where they were pumping in the energy to raise the plasma frequency to increase the warp drive speed.
