Chem and ChemEng are pretty distinct subjects, it's not like you're picking the best paying out of two almost identical subject areas.
If you want to do Chem then do it, but make sure it is your interest and don't expect amazing salaries/job prospects off the bat.
If you want to do engineering then pick an engineering degree, of which ChemEng is one option.
Finally, if you're not really passionate about a subject and just want money then you can pick any degree that will get you into some dull finance/accounting position.
