is if turing were correct about the halting problem then this either means humans aren't programs or that it's impossible for humans to decide if some programs halt or not.

both options seem unlikely. i see no reason to assume a human can't be simulated by a turning machine and i also see no reason to assume that, given enough time, a human couldn't decide if any given program halts or not.
