Intelligent Life More Likely Underwater Than In Space?

If there is intelligent life in our observable universe, other than the ones we know about, they are more likely to be underwater than in space.

The sheer improbability of life reproducing, evolving, or existing do not favor there being intelligent life out there. We have no reason to believe so.

However, life likely originated on Earth, in hydrothermal vents underwater. We're only aware of surface level creatures maybe a mile deep and up. Is it not possible other life went the opposite direction? You don't arms and legs or air to be intelligent.
