Philosophy DOES have an impact on engineering, as well as economics, politics, etc. For example, HOW an atomic bomb works is scientific. SHOULD you build on is philosophical.
I'm a big fan of philosophy, but it is nothing but a hobby. A major breakthrough in philosophy won't change anything. A major breakthrough in science will change the world.
