No, don't use just one book to study different or even the same topic. Friedman and Artin are US standard for a full treatment of linear algebra and the two semesters of abstract algebra in the US. You really need both semesters since if you're serious about CS theory, groups, actions, quotients, isometries, representation theory, rings, number fields, and fields are relevant.

You could but the linear algebra stuff in Artin is more of a review/reference material. I would level up on linear algebra first before attempting abstract algebra. I didn't it the other way around and regretted it.
