Well he should have made it clear early on in the class that there would be no calculators, in which case the students would know to study and complete the homework without one. If he waited to the last minute to tell everyone, I can't blame someone for feeling unprepared even if personally I wouldn't need one. No one likes surprises when they've been preparing for something different.

If the professor is decent, then there's a reason that no calculator is required. The arithmetic will be trivial.
That being said, we used to have a required that stated "no classpads", which is the programmable calculator, that is cheating. As I can pre-program solutions to any question you might be asked.

Universities are not supposed to be business certification factories, as is what they are becoming.
My experience through universities is that some people that run courses do it right in the sense they teach the ideas before the technical details.
But in my first semester at a university, the lecturer went straight for the technical details before the ideas, this is fine for a masters course, but for an undergraduate course, this is silly.

yea. The students have either not been told how to prove something, or they have and haven't practiced it.
Math is nice for this is because if you forget something you can just reprove it.
Ideally I would imagine in a test you want to memorise it for efficiency purposes.

Classic cope. I agree that Universities shouldn't be certification factories. That doesnt change that they are used by NPCs, Chads, Stacys, Brads, etc/whatever... as certification factories. Many fields simply arent rigorous enough to stop this and many dont want to for several reasons. Saying "this shouldnt be" doesnt change that being obsessed with the people around you is dooming you to bejng their wageslave compatriot. You can put it on the syllabus and remind everyone on the class day before the exam, and several people will still pretend that they didn't know.
At least one will probably have a calculator out anyway, and will pretend they didn't hear the announcement right before the exam and didn't see the statement at the beginning of it.

So then why not allow calculators with the warning that it'll just be a waste of time bringing it? If you genuinely don't need it because the calculations are all simple if you're doing things right, just ban the calculators that can do algebra for you.

I had a 80 year old calc professor who banned calculators, but said you could bring a slide rule if you had one because he always hoped someone would do it. All his answers came out as whole numbers, multiples of constants, etc., so you knew if you got to needing a calculator it would be wrong. He could have allowed anything less powerful than a TI-89 and it wouldn't have changed much.

This. The syllabus is like a contract, it is a two way street. If students don't need calculators, there wouldn't be any harm in letting them use them, as they've been rendered redundant. But if you don't make that clear, the day of the final is way too late to tell nervous Stacy she can't use what she's used all semester. If it is in the syllabus and Stacy still used a calculator, tough luck, tell her it was in the syllabus.
