You could measure by having subjects try to discern the smallest possible amount time between something like the flashes of a light

Would be an interesting research topic, if not already done.

iirc fighter pilots could recognize the make and model of planes flashed on a screen for about 1/440th of a second. So around 440 FPS.

Already done, and it turns out your eyes are complicated. IIRC, your eyes have different perception levels based on what is being looked at. Like a blinking black dot on a white screen vs a blinking white dot on a black screen.

It depends on when they clamped your umbilical cord. People clamped later, odds are, get to enjoy a higher framerate throughout their lives. People clamped immediately, a lower framerate. Rh factor also influences framerate. Vaccination and several other aspect influence framerate.
