Free will is a metaphor attached to a readily observable phenomenon. Literally just a rational agent. The 'free will' you are referring to has no proof to support it not being metaphysical nonsense. If you want to me to succumb to your mystical and vague (and frankly goofy) definition of it, then I suppose we could say sufficient complexity = pseudo-free will.
