If you made a miniature black hole in a particle collider for example, it would decay into a shower of particles before you could feed it enough to grow its mass.
You could create a kugelblitz, and artificial black hole made from light pressure, but you need something like a dyson swarm around the sun to get to the bottom tiers of the energy requirements and even then its still pretty tiny.
