If such a machine existed then yes, it could immediately receive messages after booting up, depending on if anybody in the future could be bothered to send a message to the moment of booting.
However, worldlines with a negative time component do not interact with the rest of the universe and such a machine cannot be constructed using any matter that we know of so far, as all known fermions and bosons are known to be restricted to worldlines with a positive or zero time component.

If you were broadcast backwards in time would it really only be point to point.
