Those sea snails are weird in that they are able to appropriate cellular mechanisms from the things they eat to be used in their own body. Those chloroplasts are from algae it eats, or the nudibranch that get their stinging cells from jellyfish. Kind of neat.

For the same reason that fighters are not electric.
That an animal is photosynthetic does not change the fact that the others have a mouth. Look at the lazy, null ability to defend theirself. Photosynthesis have a trade off.
