The problem is that thrust requirements to keep heavy things in the air are just ridiculous; to do it discreetly instead of using an absurdly powerful fusion powered jet, they'd need to either rest on a cushion of air or form a region of lower-density air which they cling to like a balloon.
Treating air as a semisolid like this isn't too far fetched, ball lightning is an example of air becoming a semisolid as opposed to flowing freely.
