Just like everything else it really depends on the dose and frequency and also your individual nutritional needs. Your brain and cognitive ability mostly runs using sugars for energy, so if you do lots of studying it makes sense to have some amount of sugar in your diet. However it must not mean the processed/crystal type of sugar as in ice cream. Carbohydrates in general will serve just fine. I have not heard that it makes you dumber, but only causes long time health problems.
For me personally sugar consumption is something that I try to do very consciously, because I can notice that my ability to concentrate is tied quite closely to my blood sugar level. For example, if I have a nice dessert, such as a muffin or pudding, I usually have a time window of 1-2 hours, where I am able to keep intense concentration, before it drops off.
