Speaking about the genetic engineering part id say the more religious countries (Russia, Balkans, etc) would consider it taboo . Atleast socially. I can tell you from experience that people are still opposing cellphones/credit cards/internet/barcodes on food items/etc because they bear the mark of Satan on them.

Gay-er countries like Sweden, Germany, Denmark, Holland seem more likely to tamper with such subjects since there isnt that much backlash from the public.

I don't think so. Regarding Russia, as it is in most societies, younger people are complete contrarians to the older believes and if things keep evolving in the same manner as they are now, I can see people favoring synthetic biology technologies in the upcoming decades.
