How is the general academic landscape in China (Tsinghua, Fudan, Peking etc)? Are there a lot of restrictions?

You need a good VPN to go on 4chan.
Academics is good though, relaxed, lots of social interactions and dinner parties which helps.
Don't go for the big cities. A smallish city with less than 10M population is preferable.

Short answer from what I heard it really isn’t free. Long answer in reality it’s more complex and depends on what you are doing. And it’s also a myth places like South Korea or Taiwan are much more free. Even the „democracies“ celebrated in the west like Singapore are rather restricted especially in regards to, what you can publish and where you are allowed to publish it.

From Southeast Asia, I want to keep my options open since at least there seem to be some interest in computer engineering going on there but I would need to learn Mandarin first

Both Hong Kong and Guangzhou seem to hire more at the moment, relatively speaking. You don't need mandarin in either place.
