What research institutions (public and private) does your country have? Does you country invest a lot of money in R&D?
For Germany, most universities also do research, and there are 4 large organizations sponsored by the state to do research in a network of institutions (https://www.research-in-germany.org/en/research-landscape/research-organisations.html), in addition to R&D institutions that are serving the different ministries of government.
For private R&D, usually only larger companies have their own R&D branches, but since 2020, there is a new tax incentive for smaller- and medium-sized companies to invest in R&D as well.
A while ago, Germany has also exceeded the spending mark of 3% of GDP for R&D
