Basically you want the population 100% full, which it is nowhere near full. Full means every country uses 100% of all domestic resources to fuel their own population. The USA must eat all of their food, no exports, in order for the USA to be full. We export tons of food.
The USA could be pushing 1-2 billion right now, especially if we had major investments in agriculture advancement, especially if we refine the food system to the most chemically and energy efficient system possible. This means our petty 400 million, even if they are a all at 100% quality, is fucking garbage compared to having 1-2 billion people. If we have 1 billion, they can be 50% quality of their current state and we are still coming out ahead. At 2 billion people, they can be 25% quality of the current state, and this is still a higher degree of quality. It's all about net quality.
