It can.
Thing is, it's very long, very thin, has to have the exact right makeup genetically or memory is lost, makes the exact same connections, and has the exact same supporting cells.
But the brain does heal itself.

it's like a bundle of wires and when one of those wires gets cut you can't just grab another one and replace it, maybe you could take a piece of another persons brain and put it in yours. but i don't think you can just make brain matter.
