Your brain is usually good at filling in the gaps because you're moving your head and eyes around so it can just photoshop out missing information by extrapolating what should be there from the surroundings.
At work when im sitting on the shitter and just staring at the floor or wall tiles I will notice my brain stitching together smaller tiles into a bigger tile in those blind spots.
With a human face there are a lot of subtle little tics that we pick up on because that social nonverbal communication is important to the species. When you start forcing the brain to extrapolate nuance like a face it does all kinds of kooky shit to work around it.
This is part of the reason playing bloody mary as a kid is so spoopy because youre playing up the same effect with the added bonus of low light.
