You get into trouble when you start messing with UV light, xrays, and gamma rays. The reason that these forms of radiation are a problem is because they are so high energy that they can ionize molecules that they run into, and by knocking electrons off of molecules we mess with the chemistry and can cause cancer/ a bunch of problems.
There are 2 cases I can think of where radio frequencies can be an issue though.
1. Right next to a radio tower the intensity of waves is high enough that it can heat you up a bunch, and there are signs telling you to stay away.
2. In microwaves we have a frequency that resonates with water molecules, so it makes stuff really hot without incredibly large intensities (which cell signals and stuff don't have)
Summary: Radio frequencies and all lower frequencies are only issues when they heat stuff up, and they can't cause caner/ bad chemistry because they lack the energy to change things at that level.
