Sterilizing unfit individuals may seem questionable for some.
Aborting children from unlicenced parents might be possible in china, but good luck implemting that in a western nation.
Killing unfit individuals after birth would probably be considered murder by most of the population.
I don't see any reason not to implement at least a few incentives for fit/healthy individuals to procreate.
Maybe change the benefits parents recive for children to lower taxation only, so only sucessfull people have a financial incentive to procreate instead of the wellfare-queens.
For the second option, I don't see how it would be politicaly possible to sterilize everyone with a sub 90 IQ and/or physical disabilities.
