Everyone likes to talk about how people are sheep and herd mentality, etc, but it really underrates just what a conniving underhanded sneaky fuck that herd actually is. The human animal dominated the planet because we're just smart enough to figure out how to put in the minimum effort in the right place to maximize short term gain.
Engineering a perfect government is like making a squirrel proof bird-feeder. The best you can hope for is something that kind of works most of the time, or requires so many moving parts and maintenance that the only reason you'd push through is out of sheer spite.
