How do we know that the flow of time is or isn't constant? If we are bound to follow the greatest increase in entropy, wouldn't that mean if the flow slowed or reversed we would be incapable of perceiving it?

Your perception of time is based on chemical reactions and impulses in your brain. If time slowed down so would the reactions and you wouldn't know the difference. We know for a fact the flow of time changes but from your perspective it makes no difference. For example if you climb a mountain, at the top time flows slightly different than the bottom because of the lower gravity.
