ITT: We operationalize as to be able to falsify the statement "Boogie2988 is mentally 14". How can the extent to which a person is mentally 14 be measured, other than just looking at their age?
TRIGGER WARNING: This science could be sexist, please do not use the results of this thread to argue that women mentally resemble children more than men.

I have come up with a number of quantifiable dimensions that I predict seperate the typical 14 yo and 40 yo, thus making it possible to say a 40 yo like boogie is mentally 14 if he scores like a 14 yo. Help me fill in my blindspots

-Emotional maturity: 14 yo will break down from stress more easily
-Judgement: 14 yo on average will demonstrate less ability to avoid bad decisions
(Includes risk aversion, hedonism, might be tested by looking at EFs)
-Rationality - complexity of thought: 14 yo will see more things in black and white, be less critical of beliefs, justify their beliefs with less evidence (less critical thinking), be less interested in causation of phenomena and more satisfied just seeing what is apparent. Might be measured by Need For Cognition

So if boogie easily breaks down from stress, has terrible judgment, and low thought-complexity, there might be some truth to his statement (and it appears he does fit these descriptors)
